Odds are when you are using localhost it isle fearing IPv6 So perhaps the server is not running on IPv4 or more likely only the IPv6 port is allowed through firewall

Thanks to Daniel B s comment I managed to figure out that a cached version of the page was running under that port via a service worker To fix I went to the Application tab in Chrome
